Austral, Compa\u00f1\u00eda Argentina de Transporte A\u00e9reo Sociedad An\u00f3nima Comercial e Industrial, (conocida como Austral CATASACI), en 1957.  <\/p>\n<p>Ambas fueron hijas de la apertura de los cielos argentinos puesta en marcha por el gobierno de Aramburu pero, a diferencia de las m\u00e1s de treinta empresas surgidas en ese momento, \u00e9stas no quebraron pronto, aunque su subsistencia fue azarosa, porque estaban pensadas para vivir de subsidios que nunca llegaron en las cantidades necesarias.  <\/p>\n<p>La historia puede resumirse diciendo que los pasivos fueron cubiertos con una participaci\u00f3n de Pan American en el capital de ambas (alrededor de un 22%), y la decisi\u00f3n del Estado de no cobrarles el combustible (vendido por la petrolera oficial), ni las tasas, ni las cargas sociales ni alguna que otra cuenta. As\u00ed vivieron no sin sobresaltos.  <\/p>\n<p>Los gobiernos de Frondizi, Guido e Illia no se interesaron mayormente en la cuesti\u00f3n, que era claramente irregular, pero la revoluci\u00f3n argentina, que comenz\u00f3 con Ongan\u00eda en 1966, mostr\u00f3 alguna intenci\u00f3n de desarrollar algunos sectores b\u00e1sicos, entre los que estaba el transporte a\u00e9reo, que funcionaba en un marco muy desordenado, y donde hab\u00eda muchas luchas intestinas.  <\/p>\n<p>As\u00ed fue que en 1967 se aprob\u00f3 el C\u00f3digo Aeron\u00e1utico (Ley 17.285) y en 1971 se defini\u00f3 una pol\u00edtica aerocomercial (Ley 19.030), mientras se tomaban muchas decisiones importantes, como la compra de los primeros Boeing 737 (1969), y el desarrollo la operaci\u00f3n de LADE en la Patagonia (1968 en adelante). Tambi\u00e9n se iniciaron los vuelos a las Malvinas (1971), se mejor\u00f3 la infraestructura y muchas cosas m\u00e1s. Sin duda, \u00e9ste fue un per\u00edodo de grandes cambios para la aviaci\u00f3n argentina.  <\/p>\n<p>Pero la convivencia de Aerol\u00edneas Argentinas y las empresas privadas era un tema dif\u00edcil, por un lado porque hab\u00eda una fuerte corriente nacionalista que defend\u00eda el monopolio de Aerol\u00edneas Argentinas, y por el otro por la necesidad de subsidios que generaba la pol\u00edtica tarifaria vigente, lo que hac\u00eda que ambas empresas compitieran por las ayudas estatales.  <\/p>\n<p>ALA y Austral, que viv\u00edan una fusi\u00f3n de hecho aunque segu\u00edan siendo empresas separadas, sosten\u00edan p\u00fablicamente que el desarrollo argentino necesitaba de la concurrencia de la empresa p\u00fablica y las privadas. Los nacionalistas las atacaban hablando de la capitalizaci\u00f3n de Pan American y de que su existencia no ten\u00eda sentido habiendo una empresa estatal.  <\/p>\n<figure style=\"width: 650px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/www.gacetaeronautica.com\/gaceta\/wp-101\/wp-content\/uploads\/2015\/10\/au2.jpg?w=1140\"><figcaption class=\"wp-caption-text\">La campa\u00f1a publicitaria de ALA y Austral defendiendo su subsistencia, con el argumento de que el pa\u00eds las necesitaba a ellas y a Aerol\u00edneas Argentinas, empez\u00f3 en 1969. \u00c9ste fue su \u00faltimo aviso, publicado en <em>La Naci\u00f3n<\/em> el 22 de mayo de 1971, quince d\u00edas despu\u00e9s de la firma del Decreto 1.119\/71. Tambi\u00e9n fue la despedida del isotipo del ping\u00fcino (archivo: Pablo Luciano Potenze).<\/figcaption><\/figure>\n<p>As\u00ed estaban las cosas cuando el 10 de mayo de 1971 se sancion\u00f3 el decreto 1.119\/71, que cre\u00f3 un r\u00e9gimen de excepci\u00f3n en apoyo de ALA y Austral que, en s\u00edntesis, obligaba a ambas a fusionarse, les daba la posibilidad de operar en todo el pa\u00eds, y les asignaba un subsidio de 35.204.177,11 pesos, que al cambio del momento eran, aproximadamente, seis millones y medio de d\u00f3lares.  <\/p>\n<p>Se dijo que no habr\u00eda m\u00e1s subsidios, pero la ley 19.030 hab\u00eda creado un r\u00e9gimen de tarifa econ\u00f3micamente retributiva, por el que el Estado compensaba las tarifas pol\u00edticas, con lo que el sistema subsidiado, en la pr\u00e1ctica, se mantuvo, incre\u00edblemente hasta hoy, porque sigue vigente aunque hace rato que no se usa.  <\/p>\n<p>La fusi\u00f3n se hizo de inmediato, y el 23 de junio de 1971 naci\u00f3 Austral L\u00edneas A\u00e9reas.
