Precio: (en Montevideo) 250 pesos uruguayos.<\/figcaption><\/figure>\n<hr \/>\n<p>La agon\u00eda de Pluna, que dur\u00f3 dos d\u00e9cadas aunque pocos se dieron cuenta, es algo que impact\u00f3 e impactar\u00e1 en el sentimiento de los uruguayos por mucho tiempo, no s\u00f3lo porque es triste perder una empresa como \u00e9sta, sino porque \u2014ahora se puede tener la certeza\u2014 todo, absolutamente todo, se hizo mal, desde que, a fines de los a\u00f1os ochenta, se tom\u00f3 la decisi\u00f3n de privatizarla.<\/p>\n<p>El libro de Botta Roccatagliata es un aporte al estudio serio de la parte final de este proceso. Est\u00e1 hecho fundamentalmente desde el derecho, pero en el fondo es una cr\u00edtica despiadada a la pol\u00edtica, y el subt\u00edtulo de la obra <em>An\u00e1lisis de una ley con perfiles muy confusos por sus prop\u00f3sitos, conceptos y redacci\u00f3n<\/em>, pr\u00e1cticamente lo dice todo.<\/p>\n<p>Se analizan en sus p\u00e1ginas las diversas disposiciones de la ley uruguaya 18.937, que cre\u00f3 un r\u00e9gimen especial para resolver algunos aspectos de la liquidaci\u00f3n de la empresa a\u00e9rea. Probablemente el r\u00e9gimen normal hubiera sido m\u00e1s transparente, pr\u00e1ctico y efectivo, y el autor al respecto es terminante.<\/p>\n<p>Lamentablemente, en estos casos, es muy com\u00fan descubrir \u2014en todo el mundo\u2014 que la aviaci\u00f3n tiene una capacidad de seducci\u00f3n que termina sacando siempre alg\u00fan conejo de la galera de los pol\u00edticos, que al final trae m\u00e1s problemas que soluciones. De la lectura de la obra esto queda claro.<\/p>\n<p>M\u00e1s all\u00e1 de lo pol\u00edtico, que es fuerte, este libro es tambi\u00e9n una cr\u00edtica despiadada a la t\u00e9cnica legislativa y a la sintaxis de la norma.
