En realidad puede afirmarse que, desde 1983 al presente, poco y nada se ha avanzado seriamente en tal sentido. Lo que necesita en forma perentoria es iniciar una \u201c<strong>reconstrucci\u00f3n<\/strong>\u201d sist\u00e9mica que permita recuperar arm\u00f3nicamente todos sus componentes, al menos, al largo plazo y mediante sucesivas etapas.<\/p>\n<p>Como paso inicial e imprescindible, para avanzar coherentemente en tal sentido, debiera definirse la demanda pol\u00edtica sobre la instituci\u00f3n, es decir, que es lo que se espera de ella en cuanto a la naturaleza del rol o misiones a desempe\u00f1ar y la determinaci\u00f3n de prioridades al respecto. A continuaci\u00f3n una etapa de intercambio de ideas con la Fuerza en orden a establecer la factibilidad, en particular por las actuales condiciones de la instituci\u00f3n y la disponibilidades presupuestarias existentes, de alcanzar progresivamente aptitudes acordes con la demandas y prioridades impuestas.<\/p>\n<p>Lo expuesto debiera promover una planificaci\u00f3n a largo plazo que contemple recuperar las distintas capacidades, tanto en los \u00e1mbitos del personal, de la log\u00edstica como en las operativas, ordenadamente, con el indispensable apoyo pol\u00edtico y asignaciones presupuestarias firmes a lo largo del proyecto. height: 196px;\" \/> <\/a> <div class=\"tiled-gallery-caption\" itemprop=\"caption description\"> Avispa sin aguijones&#8230; los Hughes ya no son una fuerza creible ni por n\u00famero ni por capacidad ofensiva (foto: Andr\u00e9s Rangugni) <\/div> <\/div> <\/div> <!-- close group --> <\/div> <!-- close row --> <\/div>\n<\/div>\n<h2>Conclusiones<\/h2>\n<ol>\n<li>Toda pretendida \u201ctransformaci\u00f3n\u201d o \u201cmodernizaci\u00f3n\u201d de una organizaci\u00f3n que comienza por recortes de toda \u00edndole sin fijar a priori que se desea de ella, definitivamente conducir\u00e1 al fracaso con la consecuente desaz\u00f3n de sus integrantes.<\/li>\n<li>La FAA requiere de la \u201creconstrucci\u00f3n\u201d integral de sus componentes habida cuenta su estado actual de degradaci\u00f3n, no existe otro camino si el objetivo es actuar coherentemente.<\/li>\n<li>La FAA debe \u201cVOLVER A VOLAR\u201d, al menos gradualmente. Una fuerza a\u00e9rea que no vuela es una instituci\u00f3n a la cual le han quitado la raz\u00f3n de su existencia y mucho peor si no est\u00e1 en condiciones de defender los intereses vitales de su pa\u00eds (art\u00edculo 2\u00b0 de la ley de Defensa Nacional).<\/li>\n<li>Finalmente cabe preguntarse \u00bfQue utilidad puede tener para el pa\u00eds mantener una Fuerza A\u00e9rea sin objetivos claramente definidos, sin capacidad operativa y con cuadros de personal sin incentivos profesionales y sujetos a exiguos salarios? No solo ninguna sino que, adem\u00e1s, producir un considerable erogaci\u00f3n del tesoro nacional sin sentido alguno.
