Brea). <\/div> <\/div> <\/div> <!-- close group --> <\/div> <!-- close row --> <\/div>\n<\/div>\n<p>El viernes 10 de agosto de 2007, temprano en la ma\u00f1ana, nos hicimos presentes en la Aeroestaci\u00f3n Militar del Aeroparque Jorge Newbery (AEP) para presentarnos ante funcionarios de prensa de la Fuerza A\u00e9rea, quienes deb\u00edan interiorizarnos sobre nuestro traslado a C\u00f3rdoba. Cumplido el tr\u00e1mite, nos dispusimos a esperar nuestra partida mientras contempl\u00e1bamos el movimiento de aeronaves que transitaban el aeropuerto capitalino. Gracias a ello, fuimos observadores privilegiados del aterrizaje del <strong>S-76B Spirit<\/strong> N7620S, incorporado recientemente mediante leasing a la Agrupaci\u00f3n A\u00e9rea Presidencial. De \u00e9ste descendieron el presidente N\u00e9stor Kirchner y comitiva para abordar el <strong>Boeing 757<\/strong> T-01 y partir inmediatamente hacia Tarija, donde ese d\u00eda firmar\u00eda varios acuerdos con sus pares de Bolivia y Venezuela.<\/p>\n<p>Liberada la plataforma, se inici\u00f3 al embarque y despegue de las aeronaves afectadas al traslado hacia C\u00f3rdoba. Primero lo hicieron invitados y miembros de la prensa en el <strong>F.28 Friendship<\/strong> T-50 [2] de la FAA, que se encontraba en la plataforma civil. A continuaci\u00f3n se acerc\u00f3 a la plataforma militar el F.28 T-02 de la Presidencia para ser abordado por los jefes y representantes de las fuerzas armadas y de seguridad, agregados militares de distintos pa\u00edses, funcionarios del Ministerio de Defensa y otras autoridades de gobierno. Para terminar, los restantes miembros de la prensa e invitados fuimos transportados hasta la plataforma civil, donde nos esperaba el F.28 0741\/5-T-20 de la Armada. Ocupados nuestros asientos, se realizaron los procedimientos de rutina y partimos. Afortunadamente el fuerte viento y la espesa capa nubosa que opacaban el aeroparque se fueron disipando a medida de que nos alej\u00e1bamos de Buenos Aires.<\/p>\n<p>Tras un corto vuelo, arribamos a la Escuela de Aviaci\u00f3n Militar (EAM) donde ya estaba todo dispuesto para el acto. \u00c9ste se realizar\u00eda en la plataforma del Grupo A\u00e9reo Escuela (GAE), donde se mont\u00f3 el palco que ser\u00eda ocupado por las autoridades. Frente al mismo se encontraban formados los efectivos que participar\u00edan del desfile terrestre. Y, detr\u00e1s de ellos, fueron dispuestas prolijamente varias aeronaves. En los extremos de la muestra est\u00e1tica se encontraban el <strong>IA-58 Pucar\u00e1<\/strong> A-561 y el <strong>IA-63 Pampa<\/strong> Serie II EX-03, ambos pertenecientes al Centro de Ensayos en Vuelo (en esta \u00faltima aeronave notamos la ausencia de motor y asientos eyectables). Entre estos fueron dispuestos tres <strong>Mentor B45<\/strong> (E-037, E-047 y E-052) y dos <strong>EMB-312 Tucano<\/strong> (E-104 y E-120). A un costado de la plataforma se encontraban el <strong>Aero Boero 180<\/strong> PG-451 y el <strong>IA-46 Ranquel<\/strong> PG-423 de la EAM y dos de los tres F.28 provenientes de Aeroparque. Siguiendo el protocolo de rigor, se enton\u00f3 el himno nacional y el capell\u00e1n de la EAM efectu\u00f3 una invocaci\u00f3n religiosa. Posteriormente, pronunci\u00f3 su discurso el Jefe de Estado Mayor General de la Fuerza, brigadier general Normando Constantino, tras lo cual se efectu\u00f3 un minuto de silencio para recordar a los ca\u00eddos de la FAA que culmin\u00f3 con el pasaje de una formaci\u00f3n cerrada de tres Tucano que aparecieron sorpresivamente por detr\u00e1s del edificio del grupo a\u00e9reo. Posteriormente se efectu\u00f3 la entrega del galard\u00f3n \u201cAmigo de la FAA\u201d y se ley\u00f3 el discurso enviado por la Ministro de Defensa, quien se encontraba ausente por causas que desconocemos. A diferencia de otras ocasiones, tanto el discurso de Constantino como el que envi\u00f3 la Ministro de Defensa, Nilda Garr\u00e9, revisaron planes y proyectos que, si bien no representan una soluci\u00f3n de fondo para la cr\u00edtica situaci\u00f3n que atraviesa la Fuerza A\u00e9rea, buscan recomponer capacidades b\u00e1sicas que, en la actualidad, se encuentran altamente degradadas. Si bien algunos de ellos ya eran conocidos en nuestro ambiente, bien vale la pena repasarlas org\u00e1nicamente aqu\u00ed.<\/p>\n<h3><strong>\u00bfEl final de la \u00abera de las vacas flacas\u00bb?<\/strong><\/h3>\n<p>El brigadier Constantino hizo referencia a la resoluci\u00f3n N\u00ba 275 del Ministerio de Defensa afirmando que \u00abdispone un plan de acci\u00f3n progresiva que abarca desde este 2007 al a\u00f1o 2011 y engloba \u00e1reas tan variadas como lo son el de organizaci\u00f3n y gesti\u00f3n, el de aeronaves y sus componentes, el de talleres y dep\u00f3sitos y el de capacitaci\u00f3n y adiestramiento\u00bb. En lo que m\u00e1s interesa a nuestros lectores, la resoluci\u00f3n consta de tres etapas que, si bien son progresivas, \u00abde acuerdo a la disponibilidad presupuestaria se pueden cumplimentar en forma simult\u00e1nea\u00bb y contemplan la <strong>recuperaci\u00f3n y rehabilitaci\u00f3n<\/strong> de aeronaves de dotaci\u00f3n de la Fuerza. La primera alcanzar\u00e1 a aeronaves de transporte C-130 Hercules, F.27 Friendship, F.28 Fellowship y DHC-6 Twin Otter. La segunda se ocupar\u00e1 de las aeronaves de entrenamiento, enlace y helic\u00f3pteros y la tercera de las aeronaves de combate. El jefe de la aeron\u00e1utica militar afirm\u00f3 que \u00abla tarea se encuentra en plena ejecuci\u00f3n y ya hemos recibido de las autoridades nacionales parte del presupuesto previsto para la ejecuci\u00f3n de la primera etapa\u00bb. Lo que ha permitido avanzar en 2007 hacia la plena puesta en servicio de tres F.27, tres F.28, tres DHC-6 y cinco C-130. Tambi\u00e9n anticip\u00f3 que \u00abse prev\u00e9, durante este segundo semestre, recibir un porcentaje del presupuesto previsto y planificado para comenzar a ejecutar la segunda y tercera etapa\u00bb (helic\u00f3pteros y aviones entrenamiento y combate) a efectos de poder atender m\u00e1s acabadamente responsabilidades tales como la formaci\u00f3n de aviadores de las dem\u00e1s fuerzas armadas y de seguridad y la participaci\u00f3n en operaciones de paz.<\/p>\n<p>Tambi\u00e9n ahond\u00f3 en detalles sobre las intenciones que el gobierno ha manifestado respecto de <strong>L\u00edneas A\u00e9reas del Estado<\/strong> (LADE) afirmando que \u00abes significativo mencionar la decisi\u00f3n del Ministerio de Defensa de potenciar el servicio a la comunidad que la Fuerza A\u00e9rea brinda\u00bb a trav\u00e9s de LADE en regiones de importancia estrat\u00e9gica y de baja densidad poblacional. A ese efecto, destac\u00f3 la creaci\u00f3n de la Unidad de Coordinaci\u00f3n para el Fomento del Transporte A\u00e9reo de Fomento (\u00a1valgan las cacofon\u00edas!), \u00aba trav\u00e9s del cual se podr\u00e1 ampliar la cobertura de LADE, mejorar su equipamiento y optimizar sus recursos\u00bb. No dej\u00f3 de hacer referencia al demorado programa de adquisici\u00f3n de aviones de transporte mediano, cuya licitaci\u00f3n p\u00fablica se relanz\u00f3 en julio \u00abcon la esperanza que dichas aeronaves se incorporen a la instituci\u00f3n entre mediados del a\u00f1o 2008 y principios del 2009\u00bb. Brea). <\/div> <\/div> <\/div> <!-- close group --> <\/div> <!-- close row --> <\/div>\n<\/div>\n<p>Constantino se refiri\u00f3 tambi\u00e9n al <strong>Sistema Nacional de Vigilancia y Control del Aeroespacio<\/strong> (SINVICA) asegurando que su implementaci\u00f3n \u00abotorgar\u00e1 a nuestro pa\u00eds una aptitud eficaz para asegurar dicha vigilancia y control, resultando as\u00ed, un instrumento vital e insustituible para brindar seguridad a las operaciones a\u00e9reas en general y para tener un control efectivo de los vuelos considerados presuntamente en actividades il\u00edcitas y que pudieran llevarse a cabo sobre nuestro territorio, afectando a la defensa nacional\u00bb. Procurando demostrar que este programa ha logrado mas progresos que sus fallidos predecesores (el Sistema Integrado de Control del Espacio A\u00e9reo de la d\u00e9cada de 1980 y el Plan Nacional de Radarizaci\u00f3n de la d\u00e9cada de 1990), destac\u00f3 el desarrollo con INVAP de un radar primario de tres dimensiones, \u00abel cual se encuentra en la segunda de cuatro etapas de evaluaci\u00f3n tecnol\u00f3gica, cuyas pruebas de rendimiento est\u00e1n en ejecuci\u00f3n en estos momentos\u00bb asegur\u00f3. Tambi\u00e9n se\u00f1al\u00f3 que la compra de cuatro radares de tres dimensiones transportables se encontraba en la primera etapa de la licitaci\u00f3n p\u00fablica internacional (admisi\u00f3n de oferentes), estim\u00e1ndose para fines de octubre el inicio de la segunda etapa (apertura de ofertas t\u00e9cnicas).<\/p>\n<p>Cerrando su alocuci\u00f3n, el jefe aeron\u00e1utico destac\u00f3 \u00abel espont\u00e1neo y desinteresado\u00bb <strong>apoyo del gobierno espa\u00f1ol<\/strong> para colaborar con soluciones temporarias a los problemas que hoy aquejan al tr\u00e1nsito a\u00e9reo argentino. Primariamente, mediante el pr\u00e9stamo de un radar Indra Lanza de tres dimensiones transportable que se instal\u00f3 en el Instituto Nacional de Aviaci\u00f3n Civil para resolver la crisis desatada a principios de a\u00f1o en la terminal Buenos Aires. De igual manera, anunci\u00f3 la cesi\u00f3n, por parte del Ej\u00e9rcito del Aire Espa\u00f1ol, de cuatro radares Bendix AN\/FPS-113 y AN\/FPS-89 que arribar\u00e1n pr\u00f3ximamente al pa\u00eds y se asignar\u00e1n al Grupo de Vigilancia y Control del Espacio A\u00e9reo de Merlo (B.A.) \u00abpara recuperar la capacidad de dicho grupo y mejorar nuestra vigilancia en toda la Regi\u00f3n A\u00e9rea Noreste de nuestro pa\u00eds y de esta manera incrementar notablemente el volumen de cobertura radar en las \u00e1reas m\u00e1s sensibles del aeroespacio argentino\u00bb.<\/p>\n<h3><strong>Discurso \u00aba control remoto\u00bb&#8230;<\/strong><\/h3>\n<p>Garr\u00e9, por su parte, hizo llegar un mensaje a la FAA que fue le\u00eddo por el locutor oficial del acto. En \u00e9l tambi\u00e9n se hizo referencia al <strong>plan de recuperaci\u00f3n de aeronaves<\/strong> pero centrando en su justificaci\u00f3n y detallando los costos del mismo. Aduciendo que su gesti\u00f3n est\u00e1 concentrada \u00aben atender los problemas derivados de a\u00f1os de desinversi\u00f3n, con sus nefastas consecuencias de deterioro de los medios materiales y crisis en el sistema log\u00edstico\u00bb, asegur\u00f3 que se \u00abha estado trabajando denodadamente, con planes integrales para el corto y mediano plazo\u00bb para revertir la situaci\u00f3n vigente, maximizar la aptitud operacional y, en un plazo de cinco a\u00f1os, recobrar las capacidades a\u00e9reas m\u00e1s medulares de transporte, instrucci\u00f3n, alas rotativas y combate. El proyecto implicar\u00eda un desembolso total de $ 226M de los cuales el mensaje ministerial identificaba $ 7,5M transferidos del ejercicio 2006 y $ 24,8M extra\u00eddos del Programa A\u00e9reo Operativo 2007, ambas partidas destinadas a financiar la etapa 1 del plan. En ese sentido, indic\u00f3 que, en la actualidad, se encuentran financiados dos contratos que prev\u00e9n prestaciones para la Fuerza A\u00e9rea. El <strong>\u00abContrato 03\u00bb<\/strong>, de prestaci\u00f3n de servicios aeron\u00e1uticos, consta de distintas l\u00edneas de producci\u00f3n destinadas principalmente al mantenimiento de aeronaves, motores, componentes, instrumentos y accesorios; como as\u00ed tambi\u00e9n a la modernizaci\u00f3n ligera de varias aeronaves (C-130, F.27, F.28 e IA-58) y la fabricaci\u00f3n de paraca\u00eddas y repuestos. Su presupuesto actual es de $ 83.886.877 y \u00abse ha planteado un incremento de $ 38.100.000 con el fin de salvar la insuficiencia de financiamiento del actual presupuesto respecto del programa de pagos que prev\u00e9 dicho contrato para el actual ejercicio\u00bb. El <strong>\u00abContrato 04\u00bb<\/strong>, destinado a la modernizaci\u00f3n, fabricaci\u00f3n y licencia de aeronaves IA-63 Pampa, prev\u00e9 la modernizaci\u00f3n de 12 aparatos y la fabricaci\u00f3n de seis IA-63 Serie II (o AT-63) y, al igual que el contrato 03, \u00absu cr\u00e9dito original de $ 32.481.000 necesita un refuerzo de $ 15.300.000, requerimiento que ya ha sido planteado por los canales pertinentes\u00bb. Ambos contratos est\u00e1n en proceso de renegociaci\u00f3n \u00abcon miras a una extensi\u00f3n m\u00ednima de algo m\u00e1s de un a\u00f1o, de manera tal de asegurar la continuidad de la prestaci\u00f3n de los servicios que de ellos se derivan\u00bb y \u00abcon cambios operativos y financieros de trascendental importancia en t\u00e9rminos de mejorar sustancialmente la eficiencia en la aplicaci\u00f3n de los recursos que se le asignen\u00bb.<\/p>\n<p>En el cierre de su alocuci\u00f3n \u00abvirtual\u00bb, la ministra se refiri\u00f3 a la problem\u00e1tica vinculada con la <strong>vigilancia y control del espacio a\u00e9reo<\/strong>, \u00e1mbito en el cual revel\u00f3 que el 30 de abril se obtuvo financiamiento para activar dos de los proyectos enunciados previamente por Constantino. En primer lugar, identific\u00f3 $ 1.306.500 asignados al alquiler e instalaci\u00f3n del radar Lanza de control del tr\u00e1nsito a\u00e9reo, que operar\u00e1 como radar alternativo al de Ezeiza hasta tanto se instale uno de los nuevos Radares Secundarios Monopulso Argentinos (RSMA) que est\u00e1 desarrollando la empresa INVAP de R\u00edo Negro. Tambi\u00e9n identific\u00f3 $ 6.625.200 para una revisi\u00f3n del cronograma de entregas de los RSMA con el fin de adelantar la incorporaci\u00f3n de tres de ellos antes de fin de a\u00f1o (uno de ellos se instalar\u00e1 en la Terminal Buenos Aires). De igual manera, indic\u00f3 que su ministerio ha impulsado la licitaci\u00f3n internacional para la adquisici\u00f3n de cuatro radares 3D militares m\u00f3viles y la valoriz\u00f3 en $ 150M.<\/p>\n<h3><strong>Desfile<\/strong><\/h3>\n<p>Concluidos los discursos se dio inicio al desfile a\u00e9reo y terrestre. Del dispositivo a\u00e9reo tomaron parte 23 aeronaves dispuestas de la siguiente manera: Encabezando la formaci\u00f3n se encontraba el F.28 T-50, que tras su vuelo desde AEP fue abordado por el jefe de la agrupaci\u00f3n desfile a\u00e9reo, comodoro Eduardo La Torre (director del Centro de Ensayos en Vuelo). Lo segu\u00edan una secci\u00f3n de <strong>A-4AR Fighting Hawks<\/strong> de la V Brigada A\u00e9rea, compuesta por el A-4AR C-907 y un OA-4AR no determinado, tres Pampa Serie II de la IV Brigada A\u00e9rea (E-804, E-809 y E-816), el <strong>C-130B Hercules<\/strong> TC-60 (I Brigada A\u00e9rea), el <strong>F.27 Friendship<\/strong> T-41 (II Brigada A\u00e9rea) y tres Pucar\u00e1 no identificados (III Brigada A\u00e9rea), cuyo l\u00edder lucia el tradicional esquema de aluminio anodizado mientras que sus numerales presentaban el nuevo esquema gris de baja visibilidad. Brea). <\/div> <\/div> <\/div> <!-- close group --> <\/div> <!-- close row --> <\/div>\n<\/div>\n<p>Las escuadrillas que participaron del desfile tuvieron algunos aviones adicionales como back-up ante cualquier contingencia: Seg\u00fan nuestras observaciones, un Mentor y un Tucano fueron dispuestos en un rodaje a la pista 19 de la EAM y un Pucar\u00e1 cumpli\u00f3 id\u00e9ntica funci\u00f3n en la pista de la f\u00e1brica. El cierre del desfile estuvo a cargo del grupo a\u00e9reo anfitri\u00f3n, que hizo acto de presencia con el pasaje de seis EMB-312 (E-108, E-109, E-112, E-114 y dos no determinados) divididos en dos escuadrillas y seis veteranos Mentor B45 (E-017, E-022, E-023, E-044, E-046 y E-056), dispuestos de la misma manera.<\/p>\n<p>Mientras esto suced\u00eda, comenz\u00f3 el desarrollo de la fase terrestre del dispositivo, en la que tomaron parte cadetes de la EAM, aspirantes de la Escuela de Suboficiales de la Fuerza A\u00e9rea, cadetes del Liceo Aeron\u00e1utico Militar, oficiales, suboficiales y Grupo Base de la EAM, efectivos de la IV Brigada de Paracaidistas del Ej\u00e9rcito y veteranos de Malvinas. Afortunadamente, antes de volver a tierra, las escuadrillas de Tucano y Mentor efectuaron una nueva pasada sobre la plataforma.<\/p>\n<p>Tras finalizar la parte \u201cm\u00e1s aeron\u00e1utica\u201d del acto, nos dirigimos hacia Casino de Cadetes donde se sirvi\u00f3 un vino de honor y el brigadier Constantino pronunci\u00f3 algunas palabras alusivas. All\u00ed aprovechamos para visitar la \u201cSala Malvinas\u201d y la \u201cSala de Honor\u201d de la EAM, en las que se atesoran objetos relacionados con la historia de la Fuerza A\u00e9rea. M\u00e1s tarde, mientras esper\u00e1bamos la hora para regresar a Buenos Aires, nos dirigimos a los jardines de la Escuela, donde se encuentran emplazadas varias aeronaves como monumentos.
