En esa \u00e9poca (1990) privatizar empresas p\u00fablicas estaba de moda en el mundo y, en Am\u00e9rica Latina, las a\u00e9reas parec\u00edan ser la estrella.<\/p>\n<p>Menem pens\u00f3 que vendiendo r\u00e1pido Aerol\u00edneas Argentinas y ENTel iba a ganar fama de gobernante moderno y liberal, alineado con el consenso de Washington. Pero no era f\u00e1cil.<\/p>\n<p>En el caso de Aerol\u00edneas, tuvo que lidiar con el C\u00f3digo Aeron\u00e1utico, que prescrib\u00eda (prescribe) que las empresas aerocomerciales deben tener un 51% de capital argentino con domicilio en la Argentina. Para ello las bases de la licitaci\u00f3n ped\u00edan que los consorcios oferentes tuvieran una empresa a\u00e9rea extranjera, con hasta el 30% del capital e inversores extranjeros hasta el 19%. As\u00ed se garantizaba la argentinidad de la empresa resultante, en la que el Estado tendr\u00eda un 5%, el personal 10% e inversores locales el resto.<\/p>\n<p>El resto de los requerimientos eran el pago de un monto que deb\u00eda integrarse parte en efectivo y parte en bonos de la deuda argentina, la formulaci\u00f3n de un plan de inversiones y la presentaci\u00f3n de garant\u00edas de cumplimiento del mismo, mantenimiento de la plantilla y algunas cosas m\u00e1s.<\/p>\n<p>El primer problema fue que hubo un \u00fanico oferente, un consorcio capitaneado por Iberia, que desde el primer momento dio muestras de insolvencia. No hizo el pago al contado, no consigui\u00f3 los bonos, ning\u00fan banco internacional le dio garant\u00edas, y el tema de la nacionalidad s\u00f3lo lo pudo cumplir en los papeles.<\/p>\n<p>Pasaron a\u00f1os de promesas, que luego no se cumpl\u00edan y que eran soslayadas por el gobierno, que siempre aceptaba propuestas, cada vez m\u00e1s enloquecidas, para no pagar.<\/p>\n<p>El que puso la cara para permitir esto siempre fue Cavallo, que siempre se mostr\u00f3 optimista, tratando de encontrar el lado bueno de los incumplimientos.
