La tentaci\u00f3n pol\u00edtica es grande, y muchas veces hay muchos millones en juego, pero nada debe cercenar, ni siquiera como sospecha, la autonom\u00eda de estas entidades.<\/p>\n<p>En la Argentina tenemos una larga historia de accidentes a\u00e9reos, investigaciones, resultados positivos y sospechosos. Es uno de los temas que m\u00e1s inter\u00e9s despierta en el p\u00fablico y cuya investigaci\u00f3n genera m\u00e1s cr\u00edticas de todo tipo, l\u00f3gicas, inocentes, justificadas e interesadas. Sin duda, se trata de una cuesti\u00f3n dif\u00edcil.<\/p>\n<p>La cr\u00edtica hist\u00f3rica m\u00e1s fundada a la investigaci\u00f3n t\u00e9cnica (no la judicial) es la falta de independencia de la Junta investigadora, un organismo creado en 1954, dentro de la \u00f3rbita de la Secretar\u00eda de Aeron\u00e1utica, que era el organismo militar que generaba la normativa, aprobaba los equipos y el personal y controlaba el mantenimiento. Se dec\u00eda que en ese organigrama pod\u00eda tener poca autonom\u00eda real, y era cierto.<\/p>\n<p>En 2007 la Junta fue transferida a la ANAC, con lo que, suprimiendo la palabra militar, la situaci\u00f3n fue similar. Esto se trat\u00f3 de enmendar en 2010, poniendo a la JIAAC bajo la dependencia de la entonces Secretar\u00eda de Transporte. Parec\u00eda independiente, pero pronto se demostrar\u00eda que si lo era, no lo parec\u00eda.<\/p>\n<p>Un hito insoslayable en la evoluci\u00f3n del organismo fue la designaci\u00f3n a su frente, en 2013, de la contadora Ana Pamela Su\u00e1rez, que no ten\u00eda ning\u00fan antecedente en el mundo aeron\u00e1utico y su \u00fanico cr\u00e9dito era haber sido Secretaria de Hacienda del Municipio de Ca\u00f1ada de G\u00f3mez. Las cr\u00edticas llovieron, y se dijeron no pocas barbaridades sin fundamento, pero la nueva funcionaria supo rodearse de un equipo de investigaci\u00f3n moderno, que cambi\u00f3 el modo de hacer las investigaciones de acuerdo con las teor\u00edas que hoy son de pr\u00e1ctica en el mundo. Esas audiencias fueron m\u00e1s actos pol\u00edticos que audiencias, lo que habilita la pregunta de qu\u00e9 ten\u00eda que hacer ella all\u00ed (foto: JIAAC).<\/figcaption><\/figure>\n<p>La gesti\u00f3n del actual ministro de Transporte, Guillermo Dietrich, lanz\u00f3 un plan de crecimiento del sistema aerocomercial que se llam\u00f3 <a href=\"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/?tag=revolucion-de-los-aviones\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cla revoluci\u00f3n de los aviones\u201d<\/a>. Sin entrar en su m\u00e9dula, resulta evidente que uno de los pilares del mismo es la promoci\u00f3n directa e indirecta de sus bondades mediante todo tipo de mensajes, en particular, gacetillas, videos, mensajes en las redes sociales y todo lo que la publicidad del siglo XXI pone a su disposici\u00f3n.<\/p>\n<p>No tiene nada de malo la promoci\u00f3n de los actos de gobierno, pero lo que s\u00ed es altamente objetable es que la JIAAC se haya involucrado sin tapujos en la publicidad del ministerio.<\/p>\n<p>Fue discutible la presencia de la contadora Su\u00e1rez en las Audiencias P\u00fablicas organizadas por esta gesti\u00f3n, que parecieron m\u00e1s representaciones que audiencias, La Junta no ten\u00eda nada que hacer all\u00ed desde el punto de vista institucional, y su participaci\u00f3n estuvo claramente m\u00e1s orientada a apuntalar la posici\u00f3n del Ministerio en materia de seguridad y low cost que a mostrar una gesti\u00f3n independiente. Fue triste, porque era borrar, p\u00fablicamente, con el codo todo lo que se hab\u00eda escrito con la mano.<\/p>\n<p>Pero en estos tiempos hay una nueva vuelta de tuerca. La JIAAC est\u00e1 difundiendo en las redes sociales, con su firma y la de su presidenta, toda la parafernalia de videos y gacetillas del Ministerio.<\/p>\n<p>Todo esto contribuye a sembrar incertidumbre sobre la independencia de la Junta. El Ministerio est\u00e1 jugad\u00edsimo con su revoluci\u00f3n de los aviones y, si ma\u00f1ana hay cualquier problema vinculado con la seguridad, a m\u00ed no me queda duda de que as\u00ed como ordena (o sugiere o propone, lo que sea) que divulgue su propaganda puede hacer lo mismo con temas much\u00edsimo m\u00e1s delicados.<\/p>\n<hr \/>\n","protected":false},"excerpt":{"rendered":"<p>La principal caracter\u00edstica de los organismos que investigan los accidentes es su independencia, un valor que debe ser resguardado sin atenuantes y que no debe plantear dudas de ninguna especie.
