Siempre fue as\u00ed, y el ambiente aeron\u00e1utico no es una excepci\u00f3n.<\/p>\n<p>Si miramos la historia moderna de las situaciones de bancarrota de las empresas a\u00e9reas privadas argentinas, el panorama es \u00e9ste:<\/p>\n<ul>\n<li><b>Transcontinental<\/b> (1961). Hubo quiebra. Austral compr\u00f3 lo que le interesaba (algunos Curtiss C-46 y algunas concesiones) e incorpor\u00f3 parte del personal. Ante otra imposibilidad financiera de funcionar, fue comprada por el Estado (el mayor acreedor), que se hizo cargo del pasivo y continu\u00f3 con la explotaci\u00f3n de los servicios por cuenta del Ministerio de Econom\u00eda, que sigui\u00f3 enjugando d\u00e9ficits.<\/li>\n<li><b>LAPA y Dinar<\/b> (2003). Fueron empresas independientes que vivieron una larga agon\u00eda a partir de la crisis de 2001, llegando a concursos de acreedores. La aparici\u00f3n de valijas con coca\u00edna en un avi\u00f3n de Southern Winds hizo que el gobierno cancelara el convenio con LAFSA y suspendiera los subsidios, lo que produjo la bancarrota y el cese de los servicios, dejando a unos 850 trabajadores en la calle. Aerol\u00edneas Argentinas, propiedad entonces de Marsans, lleg\u00f3 a la cesaci\u00f3n de pagos explotando un servicio m\u00ednimo, situaci\u00f3n en la cual el Estado opt\u00f3 por expropiarla, asumiendo su operaci\u00f3n.<\/li>\n<\/ul>\n<p>La lista de fallidas es bastante m\u00e1s larga, pero estos son los casos m\u00e1s notorios, en los que est\u00e1 bastante claro que fue el Estado quien se hizo cargo de los quebrantos, pero tambi\u00e9n est\u00e1 claro que Aerol\u00edneas Argentinas nunca absorbi\u00f3 una empresa en problemas ni a sus trabajadores. La uni\u00f3n con Austral fue fruto de un proceso entre privados que no tuvo relaci\u00f3n con una situaci\u00f3n de quiebra.<\/p>\n<p>En todos los casos hubo alg\u00fan grado de participaci\u00f3n sindical, lo que es l\u00f3gico porque estamos hablando de p\u00e9rdida de puestos de trabajo, pero hay que destacar que los sindicatos aeron\u00e1uticos tienen su inter\u00e9s puesto en Aerol\u00edneas Argentinas y no se comprometen a fondo en los temas de las empresas privadas. Es un problema laboral grave de nuestro medio.<\/p>\n<p>Las tres bancarrotas de Austral estuvieron relacionadas con el esfuerzo de los sectores nacionalistas (de alg\u00fan modo hay que llamarlos) de gobiernos militares y peronistas para lograr que esta empresa desapareciera y que Aerol\u00edneas se convirtiera en un monopolio. Fue una guerra muy desordenada, en la que las divisiones dentro del gobierno siempre terminaron salvando a la empresa privada. Esta publicidad circul\u00f3 en las redes sociales en noviembre de 2019.<\/figcaption><\/figure>\n<p>El mercado a\u00e9reo argentino recibi\u00f3 a varios nuevos participantes durante la gesti\u00f3n de Macri. Parec\u00eda que iba a ser un relajado camino de crecimiento, pero no fue tan f\u00e1cil y, hacia 2018, result\u00f3 claro que no hab\u00eda lugar para tantos participantes.<\/p>\n<p>Se desat\u00f3 una guerra de tarifas despiadada (se vendieron pasajes a un d\u00f3lar) y algunas empresas nuevas cayeron en ella, quedando claro que nadie estaba c\u00f3modo en el mercado argentino, donde todos perd\u00edan plata y no se ve\u00eda un horizonte de reactivaci\u00f3n inmediato.<\/p>\n<p>Pero, por el otro lado, los pasajes baratos abrieron la puerta a sectores que hasta entonces no viajaban en avi\u00f3n, que celebraron la novedad, que al mismo tiempo fue recibida con entusiasmo por autoridades provinciales que vieron llegar nuevas camadas de turistas en los vuelos low cost.<\/p>\n<p>Tambi\u00e9n se generaron puestos de trabajo. Flybondi dice tener m\u00e1s de 570 empleados directos y JetSmart 300. No son n\u00fameros despreciables, aunque hay un problema claro con la sindicalizaci\u00f3n de este grupo en un ambiente donde los gremios hacen profesi\u00f3n de fe de la empresa estatal.<\/p>\n<h2>Coronavirus<\/h2>\n<p>En 2020 lleg\u00f3 el coronavirus, y ya nada fue igual. Para no abundar en detalles, todas las empresas a\u00e9reas argentinas han suspendido sus vuelos regulares, y hay poqu\u00edsimos especiales, gestionados por el gobierno para casos de repatriaci\u00f3n. Pero el tema no se limit\u00f3 al mundo aeron\u00e1utico. Sencillamente, la econom\u00eda del mundo se detuvo en cuesti\u00f3n de d\u00edas, y no hay ideas claras sobre cu\u00e1ndo y c\u00f3mo volver\u00e1 a funcionar.<\/p>\n<p>Estamos frente a una retracci\u00f3n de todas las actividades sin precedentes, y est\u00e1 claro que los que subsistan lo har\u00e1n m\u00e1s como consecuencia de pol\u00edticas p\u00fablicas que de sus propios m\u00e9ritos empresarios.<\/p>\n<p>Ya hay varios indicios. Alitalia ha sido nacionalizada, y muchos otros pa\u00edses, empezando por Estados Unidos, han destinado partidas presupuestarias importantes para las aerol\u00edneas. Si ser\u00e1n simples subsidios o significar\u00e1n que los estados tomen posiciones en el capital de las empresas, est\u00e1 por verse. Hay sospechas de que se viene un mayor control estatal de los capitales en el mundo, pero nada est\u00e1 del todo dicho.<\/p>\n<p>\u00bfY la Argentina? En este pa\u00eds ya hemos visto una lucha sin piedad de gobiernos nacionalistas y afines que dur\u00f3 m\u00e1s de veinte a\u00f1os para matar a Austral, en defensa de Aerol\u00edneas Argentinas, pero tambi\u00e9n ha ocurrido que gobiernos del mismo signo llamaron al mism\u00edsimo demonio de las multinacionales (LAN) para que se haga cargo de los desaciertos a repetici\u00f3n que llevaron a la desaparici\u00f3n de LAFSA. Despu\u00e9s, inexplicablemente, vimos c\u00f3mo se torpede\u00f3 vigorosamente a LAN para allanarle el camino a Aerol\u00edneas, y podr\u00edamos citar otras incongruencias por el estilo. Para agravar la situaci\u00f3n, las reglas no son claras y su uso es optativo.<\/p>\n<p>Flybondi y JetSmart, dos empresas que se supone que son argentinas, pero que todos sabemos que no tienen patria, van a necesitar fondos extraordinarios, como todas las aerol\u00edneas del mundo. Los primeros interesados en su subsistencia son sus empleados, que seguramente saldr\u00e1n a la calle, como tantos otros han salido en otras oportunidades, a pedir que el Estado salve a sus empresas, pero esta vez van a salir solos, porque los grandes gremios aeron\u00e1uticos no quieren saber nada con la subsistencia de esas compa\u00f1\u00edas.<\/p>\n<p>Puede ser que algunos gobiernos provinciales o municipales hagan alg\u00fan esfuerzo pol\u00edtico pero no mucho m\u00e1s, porque para aportar a las empresas no tienenfondos.<\/p>\n<p>No sabemos a ciencia cierta la actitud que tomar\u00e1n los due\u00f1os de las sociedades, pero estamos seguros de que est\u00e1n desencantados con la Argentina y van a pensarlo dos veces antes de seguir invirtiendo en una aerol\u00ednea local, y menos con un gobierno que no es \u201camigo\u201d, como era el de Macri. Hay mejores lugares y circunstancias para invertir.<\/p>\n<p>As\u00ed las cosas, el \u00fanico que puede salvar a estas empresas es el Estado argentino que, adem\u00e1s, tiene la ardua tarea de salvar a Aerol\u00edneas\/Austral. Es una incongruencia, pero es as\u00ed.<\/p>\n<p>En la primera semana de abril la ANAC cre\u00f3 un \u201cGrupo de Trabajo de Evaluaci\u00f3n de Consecuencias Econ\u00f3micas del COVID-19 en el Transporte A\u00e9reo\u201d, con la misi\u00f3n de buscar respuestas a la crisis econ\u00f3mica que el Coronavirus provocar\u00e1 en el sector aerocomercial. Fueron convocados los organismos oficiales y privados imaginables, incluyendo a Flybondi y JetSmart.
