p\u00e1nico.<\/p>\n<h2>Una visi\u00f3n del transporte a\u00e9reo argentino<\/h2>\n<p>Un resumen apretad\u00edsimo del devenir del transporte a\u00e9reo argentino en la \u00faltima d\u00e9cada nos muestra un gobierno kirchnerista que, despu\u00e9s de estatizar Aerol\u00edneas Argentinas en 2008, decidi\u00f3 convertirla en la \u00fanica empresa a\u00e9rea del pa\u00eds, para lo cual la subsidi\u00f3, sin l\u00edmites ni presupuestos ni balances, impidi\u00f3 la entrada de nuevos operadores al pa\u00eds, y trat\u00f3 de hacerles la vida imposible a los que ya estaban instalados, fundamentalmente a LAN-Argentina, a la que tir\u00f3 a matar m\u00e1s de una vez (ver <a title=\"Texto de Pablo Luciano Potenze\" href=\"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/?p=6536\" Argentina era un eslab\u00f3n fundamental, y por ello la empresa soport\u00f3 todo. Quiz\u00e1s ahora las cosas no sean iguales (ver <a title=\"Texto de Pablo Luciano Potenze\" href=\"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/?p=5031\" target=\"_blank\" rel=\"noopener noreferrer\">\u00bfY si se van los chilenos de LAN?<\/a>).<\/p>\n<p>La administraci\u00f3n de Macri, llegada en 2015, decidi\u00f3 abrir el mercado aerocomercial a cualquiera que quisiera entrar en \u00e9l, lo que inclu\u00eda a aventureros, insolventes, irresponsables e inversores medianamente serios. Se autoriz\u00f3 a casi todos, pero muchos no empezaron a operar y otros no pudieron mantenerse en el mercado y desaparecieron. La tasa de crecimiento m\u00e1s o menos se mantuvo, pero todas las empresas, incluida la estatal, perdieron plata en los \u00faltimos cuatro a\u00f1os.<\/p>\n<p>Pero lo m\u00e1s discutible de este proceso fue que el cambio se hizo sin actualizar la legislaci\u00f3n, raz\u00f3n por la cual hoy tenemos un mercado aparentemente abierto al capital internacional con una normativa pensada hace medio siglo para que Aerol\u00edneas sea la empresa estatal monop\u00f3lica. Fue duro, sobre todo porque cuando el garrote no persuad\u00eda, se usaba sin mayores miramientos.<\/p>\n<p>La actual gesti\u00f3n de la ANAC, hasta ahora, ha hablado suavemente, y s\u00f3lo ha tenido un ataque concreto contra los competidores de Aerol\u00edneas\/Austral, que es la retenci\u00f3n de los slots en Aeroparque que JetSmart compr\u00f3 a Norwegian. Es algo que en cualquier territorio coherente hubiera sido un simple registro administrativo, pero aqu\u00ed requiere un estudio, que puede mover a suspicacias, y que nunca se termina. Quiz\u00e1s sea s\u00f3lo el estilo de la casa, que siempre se demora m\u00e1s de lo razonable, y logra as\u00ed un prestigio de ineficiente dif\u00edcil de revertir. Quiz\u00e1s la afirmaci\u00f3n de que la programaci\u00f3n de los vuelos ha perdido su vigencia y que se deban solicitar nuevamente las autorizaciones operativas y factibilidad horaria sea discutible, pero no significa que se hayan dado o se puedan dar de baja las concesiones.
