Por eso, los que buscan fomentar la aviaci\u00f3n, regalan aviones a los que quieren o pueden volar. En la Argentina, primero fueron los particulares que contribuyeron a la formaci\u00f3n de la Escuela de Aviaci\u00f3n Militar, y luego los militares, a partir de 1920, quienes fomentaron la formaci\u00f3n y el desarrollo de los aeroclubes don\u00e1ndoles m\u00e1quinas.<\/p>\n<p>En 1924 se cre\u00f3 un Departamento de Aviaci\u00f3n Civil, y el 4 de mayo de 1927 naci\u00f3, por decreto, la Direcci\u00f3n de Aeron\u00e1utica Civil, dependiente del Ministerio de Guerra, como autoridad aeron\u00e1utica Civil, que en 1931 pas\u00f3 a depender del Ministerio de Interior, cambiando poco despu\u00e9s su nombre por el de Direcci\u00f3n General de Aviaci\u00f3n Civil (DGAC).<\/p>\n<p>Este organismo dio subsidios y don\u00f3 aviones a diversos aeroclubes seg\u00fan las disponibilidades de los presupuestos ministeriales, pero la situaci\u00f3n cambi\u00f3 en 1934, con la puesta en vigor por la Ley de Presupuesto (11.821) del \u201cFondo permanente para el fomento de la aviaci\u00f3n civil y subvenci\u00f3n de l\u00edneas a\u00e9reas comerciales\u201d con una asignaci\u00f3n concreta a partir de una recaudaci\u00f3n impositiva determinada, lo que dio m\u00e1s dinero y previsibilidad al sistema, que funcion\u00f3 durante d\u00e9cadas.<\/p>\n<p>En i938 la DGAC ten\u00eda 32 aeronaves propias, la mayor\u00eda Fleets asignados a aeroclubes, y los aeroclubes veinticuatro, comprados con alg\u00fan tipo de apoyo oficial. El mayor aporte de aeronaves al sector civil se hizo durante los primeros a\u00f1os del gobierno de Per\u00f3n, cuando se compraron centenares de Pipers, Cessnas, Luscombes, Magisters y otros modelos de instrucci\u00f3n y turismo.<\/p>\n<p>Ca\u00eddo Per\u00f3n cayeron las donaciones pero, como la Fuerza A\u00e9rea manten\u00eda su posici\u00f3n y su doctrina, sigui\u00f3 el apoyo a los aeroclubes, algo que atenuaba por momentos la eterna rivalidad entre civiles y militares.<\/p>\n<p>Hasta que lleg\u00f3 la \u00faltima donaci\u00f3n, que fue en 1980. Para que fuera posible, coexistieron un presupuesto razonable con una industria argentina, que produc\u00eda en el pa\u00eds aeronaves adecuadas para este menester. Las entregas se fueron haciendo a lo largo del a\u00f1o, pero el acto formal para todo el proceso, que fue bautizado como Plan Forjando Alas fue el 31 de julio de ese a\u00f1o, en el aer\u00f3dromo de San Justo, entonces sede del Aero Club Argentino, en un acto presidido por\u00a0 el comandante en jefe del arma, brigadier general Omar Domingo Graffigna, acompa\u00f1ado por muchos jefes del \u00e1rea y autoridades de la aviaci\u00f3n deportiva, encabezados por Mario V. De Salvo, presidente de CADEA.<\/p>\n<p>En total el plan entreg\u00f3 94 aviones de entrenamiento, diez aviones para remolque de planeadores, veinticinco planeadores, 140 radios VHF, 80 transponders, 120 paraca\u00eddas, veinte radiocascos, veinte abridores autom\u00e1ticos de paraca\u00eddas y 200 \u00f3rdenes para la reparaci\u00f3n de aeronaves. El m\u00e1s numeroso fue el Piper Tomahawk, fabricado por Chincul, un entrenador decididamente avanzado en ese momento, con ala de perfil supercr\u00edtico y tren de aterrizaje triciclo, algo resistido en algunos clubes por su modernidad. Como avi\u00f3n de turismo se impuso el Piper Archer, de la misma f\u00e1brica, y como remolcador de planeadores el Aero Boero 180, fabricado por los Talleres Boero en C\u00f3rdoba.<\/p>\n<p>Piper (Chincul) public\u00f3 en los diarios ese d\u00eda un aviso comercial com\u00fan en el que destac\u00f3 sus productos, agregando que eran de fabricaci\u00f3n nacional y que dispon\u00eda de soporte al cliente en el pa\u00eds, con una peque\u00f1a menci\u00f3n a la pol\u00edtica industrial en curso.<\/p>\n<figure id=\"attachment_42161\" aria-describedby=\"caption-attachment-42161\" style=\"width: 1980).<\/figcaption><\/figure>\n<p>Despu\u00e9s vino la Guerra de Malvinas, se acabaron los presupuestos, y en los a\u00f1os noventa el ministro Cavallo elimin\u00f3 el Fondo permanente para el fomento de la aviaci\u00f3n civil, con lo que el apoyo a la aviaci\u00f3n deportiva de la Fuerza A\u00e9rea se hizo imposible.
