Su producci\u00f3n incluye pesca, hidrocarburos, ganader\u00eda y turismo. Comenz\u00f3 a operar como taxi a\u00e9reo el 1\u00ba de enero de 1989, con un Beechcraft Bonanza. La empresa era una organizaci\u00f3n familiar, que ten\u00eda dos empleados, uno en Ushuaia y otro en R\u00edo Grande, y contrataba el mantenimiento de la m\u00e1quina al Aero Club de R\u00edo Grande y otros talleres habilitados de la zona.<\/p>\n<p>El proyecto era establecer servicios regulares, por lo que fue incorporando aeronaves de mayor capacidad (un Piper Navajo Chieftain y un Twin Bonanza), a\u00fan antes de recibir una concesi\u00f3n federal para prestar servicios regulares.<\/p>\n<p>A fines de 1993 compr\u00f3 dos Swearingen Metro-II, que se pagaron con un cr\u00e9dito del Banco de Tierra del Fuego, avalado por los bienes personales de Valls, y con ellos fue posible dar servicios realmente de l\u00ednea a\u00e9rea, aunque todav\u00eda con concesiones para servicios no regulares. En una conversaci\u00f3n que tuvimos en 1995, Valls lament\u00f3 las limitaciones t\u00e9cnicas y administrativas de los aeropuertos patag\u00f3nicos de aquella \u00e9poca. Sostuvo que un emprendimiento aerocomercial no vive si no tiene horas para volar, y que el sistema no las daba, porque estaba pensado para la operaci\u00f3n diurna de las empresas porte\u00f1as, que siempre llegaban en el entorno del mediod\u00eda. Por eso los horarios de los aeropuertos no contemplaban operaciones nocturnas, ni siquiera en la madrugada o al atardecer y el balizamiento nocturno era deficiente o no exist\u00eda. Para el consumo local, los vuelos deber\u00edan salir al alba de la isla para llegar pasajeros entre Ushuaia y R\u00edo Grande, y de all\u00ed a R\u00edo Gallegos, pero eso no siempre era posible. La capital de la provincia, que tiene un clima complicad\u00edsimo, en esa \u00e9poca solamente permit\u00eda operaciones visuales con luz solar. Adem\u00e1s, todas las radioayudas eran precarias. No poder volar en esos horarios disminu\u00eda las posibilidades de toda la operaci\u00f3n, incluyendo desv\u00edos, pagos por horarios extendidos y hasta cancelaciones. Los \u00fanicos aeropuertos H24 de la red eran R\u00edo Gallegos, Comodoro Rivadavia y Trelew. En total el transporte a\u00e9reo en esta regi\u00f3n comprend\u00eda, en 1994, a cuatro empresas: Transportes A\u00e9reos Neuqu\u00e9n (TAN), de la provincia del Neuqu\u00e9n, Servicios A\u00e9reos Patag\u00f3nicos (SAPSE), de la provincia de R\u00edo Negro, El Ping\u00fcino, un desprendimiento de una empresa de transporte terrestre que oper\u00f3 poco tiempo y Kaik\u00e9n.<\/p>\n<p>Ninguna de ellas ten\u00eda capacidad financiera, por lo que el Ministerio de Econom\u00eda (el mismo Cavallo que le negaba fondos a LADE) lanz\u00f3 en mayo de 1994 el Programa Integral de Desarrollo A\u00e9reo Patag\u00f3nico (PIDAP), un sistema federal de subsidios bajo la forma de la complementaci\u00f3n econ\u00f3mica, definida por rutas y frecuencias. En total para el a\u00f1o 1994 el importe a repartir fue de 5,77 millones de pesos, para la operaci\u00f3n de 34 rutas con un m\u00e1ximo de tres frecuencias semanales cada una. El monto asignado para cada servicio era alrededor de la mitad del valor de todos los pasajes ofrecidos para ese vuelo (ver <a href=\"http:\/\/servicios.infoleg.gob.ar\/infolegInternet\/anexos\/10000-14999\/11793\/norma.htm\" target=\"_blank\" rel=\"noopener\">normativa<\/a>).<\/p>\n<p>Con la garant\u00eda de los fondos asignados por el PIDAP las empresas pudieron conseguir garant\u00edas bancarias para alquilar aviones, y la red creci\u00f3 de modo objetivo, aunque hubo muchas diferencias entre lo que hicieron los prestadores individualmente. No hubo vocaci\u00f3n por integrar una red en la que los cuatro se complementaran.<\/p>\n<p>En 1996 se asignaron algo m\u00e1s de dos millones para veintiuna rutas, y en 1997 otro tanto. Los fondos se ir\u00edan reduciendo a\u00f1o tras a\u00f1o, para extinguirse luego definitivamente.<\/p>\n<p>Hubo otros aportes estatales a las empresas p\u00fablicas y privadas, que fueron desde avales hasta aportes directos. En general las provincias tuvieron un gran descontrol del dinero que destinaban al desarrollo de sus l\u00edneas a\u00e9reas, y las empresas tuvieron limitaciones gerenciales serias. Adem\u00e1s de esto, tuvo muchos problemas legales en Brasil y termin\u00f3 quebrando.<\/p>\n<p>SAPSE fue un vodevil aeron\u00e1utico con todos los ingredientes imaginables, incluyendo algunas causas penales que involucraron a funcionarios y pilotos. Dej\u00f3 de volar y se privatiz\u00f3 en 1996, pero el nuevo operador fue dependiente de los subsidios provinciales y finalmente abandon\u00f3 los vuelos. SAPSE se liquid\u00f3 en 2015.<\/p>\n<p>El Ping\u00fcino era privada, pero dependiente de una empresa de autotransporte de R\u00edo Gallegos. Funcion\u00f3 garantizada por la provincia de Santa Cruz. El Dash 7 lo era, porque pod\u00eda volar m\u00e1s de tres horas sobre el mar y, pensaba, que el costo de mantenimiento era m\u00e1s proporcional a la potencia que a la turbina en s\u00ed. Por eso lo consideraba econ\u00f3mico. Con las primeras hab\u00eda impedimentos pol\u00edticos bien conocidos, y la segunda las dificultades eran comerciales, y superaban las posibilidades de Kaik\u00e9n porque, si bien los Dash 7 pod\u00edan volar a Marambio, las facilidades de la pista no eran adecuadas para una operaci\u00f3n comercial, lo que generaba complicaciones reglamentarias y de seguros. Adem\u00e1s, en Marambio no hab\u00eda comodidades para alojar a contingentes de cierta magnitud. Del lado chileno la infraestructura era mejor.<\/p>\n<p>En 1997 estos aviones llegaron al final de su vida \u00fatil y fueron desguazados por Bombardier en R\u00edo Grande. Incluso hubo algunos servicios que se operaron como c\u00f3digos compartidos entre ambas.<\/p>\n<p>Para reemplazar a los Dash 7, en el oto\u00f1o de 1997 se tomaron en leasing los dos SAAB SF-340 que hab\u00edan sido de LAPA. Eran aviones que ya estaban en el pa\u00eds y ten\u00edan matr\u00edcula argentina. En ese a\u00f1o, con 131 empleados transportaron 115.000 pasajeros y, a principios de 1998 Kaik\u00e9n era optimista. Hubo una apelaci\u00f3n judicial \u00a0que permiti\u00f3 que los aviones suecos volvieran a Kaik\u00e9n entre noviembre y febrero de 2000, pero finalmente la justicia restituy\u00f3 las m\u00e1quinas a sus due\u00f1os. El \u00faltimo vuelo de Kaik\u00e9n se realiz\u00f3 el 16 de marzo de 2000 en la ruta Ushuaia &#8211; R\u00edo Gallegos, tras lo cual se present\u00f3 en convocatoria de acreedores y solicit\u00f3 su quiebra.<\/p>\n<p>Mientras esto ocurr\u00eda Valls form\u00f3 una nueva empresa, L\u00edneas A\u00e9reas Patag\u00f3nicas, que solicit\u00f3 \u2014y curiosamente obtuvo en 1999\u2014 permisos para operar con aviones ATR-42.
