{"id":54967,"date":"2024-12-31T11:24:50","date_gmt":"2024-12-31T10:24:50","guid":{"rendered":"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/?p=54967"},"modified":"2024-12-31T11:33:53","modified_gmt":"2024-12-31T10:33:53","slug":"james-earl-carter-jr-1924-2024","status":"publish","type":"post","link":"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/james-earl-carter-jr-1924-2024\/","title":{"rendered":"James Earl Carter, Jr. (1924-2024)"},"content":{"rendered":"<p>No es habitual que un medio aeron\u00e1utico recuerde a un presidente de los Estados Unidos, pero en este caso pensamos que, de no haber sido por \u00e9l, la aviaci\u00f3n del siglo XXI ser\u00eda otra cosa.<\/p>\n<p>Jimmy Carter lleg\u00f3 a la presidencia en 1977, despu\u00e9s de haber sido gobernador de Georgia, y su gesti\u00f3n se destac\u00f3 por su preocupaci\u00f3n por temas como la pol\u00edtica energ\u00e9tica, los derechos individuales, la educaci\u00f3n y el comienzo de la pol\u00edtica de no discriminaci\u00f3n de los homosexuales.<\/p>\n<p>En materia internacional, se lo recuerda por los acuerdos de Camp David, los tratados con Panam\u00e1 que concluyeron con la devoluci\u00f3n del canal, la segunda ronda de los tratados de limitaci\u00f3n de las armas nucleares estrat\u00e9gicas y el establecimiento de relaciones diplom\u00e1ticas con China. Tambi\u00e9n se mostr\u00f3 como defensor de los derechos humanos, motivo por el que tuvo algunos conflictos con Argentina durante el gobierno militar.<\/p>\n<p>El final de su mandato estuvo marcado por la crisis de los rehenes en Ir\u00e1n, que no pudo resolver, la escasez de combustible y el comienzo de la invasi\u00f3n sovi\u00e9tica a Afghanist\u00e1n.<\/p>\n<h3><strong>La Deregulation Act<\/strong><\/h3>\n<p>El sistema de transporte a\u00e9reo en Estados Unidos, despu\u00e9s de algunos ensayos y errores, fue establecido durante los a\u00f1os treinta. En 1940 se cre\u00f3 el Civil Aeronautics Board (CAB) con la filosof\u00eda de que el transporte a\u00e9reo era un servicio de utilidad p\u00fablica, que exig\u00eda una reglamentaci\u00f3n distinta de la libertad de competencia. Su acci\u00f3n desarroll\u00f3 el mercado en base a una protecci\u00f3n disimulada, controlando la competencia, permitiendo subsidios cruzados (las l\u00edneas rentables pagaban los d\u00e9ficits de las que no lo eran, que se impon\u00edan como cargos), y regulando las tarifas. A partir de esto crecieron los \u201ccuatro grandes\u201d (American, Eastern, TWA y United) a los que se agregaba Pan American que s\u00f3lo volaba en el \u00e1mbito internacional. Con el tiempo se abri\u00f3 un poco el sector internacional y se agregaron algunas otras empresas de cierta importancia, pero el sistema tuvo pocos cambios hasta principios de los a\u00f1os setenta. En ese momento apareci\u00f3 Laker con su oferta de tarifas reducidas, y comenz\u00f3 un reclamo por un cambio de reglas, que pronto estuvo en el centro de la discusi\u00f3n del ambiente acad\u00e9mico y luego pas\u00f3 al pol\u00edtico. Los argumentos centrales eran que el transporte a\u00e9reo pod\u00eda soportar una libre competencia similar a la de cualquier actividad, y que los defectos de \u00e9sta eran menos perniciosos que los de la reglamentaci\u00f3n.Y<\/p>\n<p>aqu\u00ed entr\u00f3 en acci\u00f3n Jimmy Carter, que nombr\u00f3 director del CAB al profesor Alfred E. Kahn, firme defensor de la desregulaci\u00f3n, que inmediatamente empez\u00f3 a tomar medidas en ese sentido. B\u00e1sicamente, establec\u00eda que cualquier empresa norteamericana, con s\u00f3lo solicitarlo y tras un tr\u00e1mite m\u00ednimo, pod\u00eda lograr autorizaci\u00f3n para explotar nuevas rutas, pero manteni\u00e9ndose las normas que imped\u00edan eliminar unilateralmente l\u00edneas sin que otro operador se hiciera cargo de las mismas. En materia de tarifas se autorizaban reducciones de hasta un 50 % con respecto a las vigentes, salvo que el CAB considerara que se produc\u00eda una competencia desleal.
