{"id":5729,"date":"2013-07-29T16:00:00","date_gmt":"2013-07-29T15:00:00","guid":{"rendered":"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/?p=5729"},"modified":"2013-08-04T17:56:07","modified_gmt":"2013-08-04T16:56:07","slug":"un-servicio-novedoso","status":"publish","type":"post","link":"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/un-servicio-novedoso\/","title":{"rendered":"Un servicio novedoso"},"content":{"rendered":"<figure style=\"width: 650px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/www.gacetaeronautica.com\/gaceta\/wp-101\/wp-content\/uploads\/2013\/07\/cotama1.jpg?w=1140\"><figcaption class=\"wp-caption-text\">El anuncio en la prensa gr\u00e1fica de la \u00e9poca de la nueva Compa\u00f1\u00eda de Transportes A\u00e9reos Mediterr\u00e1nea Argentina (imagen: archivo Pablo Luciano Potenze).<\/figcaption><\/figure>\n<p>El aviso que ilustra esta nota, publicado en varios diarios de Buenos Aires a principios de febrero de 1949, anuncia algo realmente novedoso en la Argentina, servicios de alimentaci\u00f3n de las redes troncales, basados en C\u00f3rdoba, que llegaban a La Cumbre y Villa Dolores.  <\/p>\n<p>En el a\u00f1o 1946 se crearon en la Argentina las llamadas \u201cempresas mixtas de aviaci\u00f3n\u201d, que fueron cuatro. Cada una de las cuales tuvo exclusividad para volar desde Buenos Aires a una regi\u00f3n.  <\/p>\n<p>ALFA lo hizo al litoral del pa\u00eds, Zonda al Noroeste, Aeroposta Argentina al sur y FAMA al exterior. Formalmente estaban integradas con m\u00ednimo de capital estatal y una mayor\u00eda de inversi\u00f3n privada que estaba garantizada, y ten\u00eda asegurada una renta m\u00ednima del 5%, por lo que el riesgo empresario no exist\u00eda. Como suele ocurrir en estos casos, el capital privado garantizado comenz\u00f3 a crecer, lo que signific\u00f3 m\u00e1s renta garantizada y, finalmente, el gobierno comprendi\u00f3, en 1949, que el sistema no funcionaba, y nacionaliz\u00f3 el conjunto, con el que a fines de 1950 integr\u00f3 Aerol\u00edneas Argentinas. Seg\u00fan las fuentes oficiales, entre 1946 y 1948 las mixtas recibieron 119,89 millones de pesos de las arcas nacionales.  <\/p>\n<p>Pero hay que reconocer que el sistema permiti\u00f3 que la Argentina tuviera a partir de entonces un sistema de transporte a\u00e9reo moderno para la \u00e9poca, con aviones y servicios actualizados. Quiz\u00e1s lo m\u00e1s discutible del sistema fue el centralismo del plan de rutas, mucho m\u00e1s concentrado en Buenos Aires que el tan criticado mapa de los ferrocarriles ingleses. Algunas consecuencias de esto, las estamos viviendo hoy.  <\/p>\n<figure style=\"width: 650px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/www.gacetaeronautica.com\/gaceta\/wp-101\/wp-content\/uploads\/2013\/07\/cotama2.jpg?w=1140\"><figcaption class=\"wp-caption-text\">Un Dragon de Cotama repostando en Villa Dolores (foto: V\u00edctor Hugo Nieto y Domingo S\u00e1nchez Ruiz).).<\/figcaption><\/figure>\n<p>El mecanismo m\u00e1s original utilizado para inflar el capital de las empresas mixtas, fue el que se ide\u00f3 para Aerocentro Cotama (Compa\u00f1\u00eda de Transportes A\u00e9reos Mediterr\u00e1nea Argentina), una sociedad cordobesa a la que Zonda garantiz\u00f3 su capital y su renta del 5%, haci\u00e9ndose cargo adem\u00e1s de los gastos de operaciones, mantenimiento y atenci\u00f3n al pasajero. En otras palabras, Cotama funcionaba con todas las garant\u00edas que ten\u00eda Zonda en su contrato con el Estado, pero sin un contrato con el Estado como el que ten\u00eda \u00e9sta.  <\/p>\n<p>Aunque en el aviso est\u00e1 dibujado un DC-3, los servicios se hicieron con una flota de alrededor de diez De Havilland Dragon Rapide que hab\u00edan sido importados al pa\u00eds por la Firma Sfreddo Paolini, con la que muchos miembros del directorio de Zonda ten\u00edan relaciones. En ese momento eran m\u00e1quinas totalmente obsoletas.  <\/p>\n<p>Cotama fue nacionalizada junto con todas las mixtas, reitegr\u00e1ndose a sus accionistas la suma garantizada de capital integrado, que result\u00f3 ser de 358.070 pesos, m\u00e1s sus intereses. Durante su funcionamiento declar\u00f3 haber perdido 575.000 pesos, que busc\u00f3 que el Estado le restituyera, no s\u00e9 con qu\u00e9 resultado.  <\/p>\n<p>Los Dragon pasaron inicialmente al patrimonio de Aerol\u00edneas Argentinas y despu\u00e9s siguieron caminos tortuosos.
