ferroviario de cargas ofrece una velocidad de circulaci\u00f3n alrededor de 20 Km\/h en promedio, lo que pone en evidencia una infraestructura en el l\u00edmite de su capacidad (ver <strong><em><a href=\"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/el-camin-le-gana-al-avin\/\" rel=\"bookmark\">El cami\u00f3n le gana al avi\u00f3n<\/a><\/em><\/strong>).<\/p>\n<p>Los pocos servicios de transporte de pasajeros son impresentables, 32 horas entre Tucum\u00e1n y Retiro, 20 horas entre C\u00f3rdoba y Retiro, seis horas entre mar del Plata y Constituci\u00f3n y cinco horas Rosario Retiro (ver tablas en: <strong><em><a href=\"https:\/\/www.gacetaeronautica.com\/gaceta\/wp-101\/alguien-piensa-en-el-futuro-del-transporte-de-viajeros-en-argentina\/\" target=\"_blank\" rel=\"noopener\">\u00bfAlguien piensa en el futuro del transporte de viajeros en Argentina?<\/a><\/em><\/strong>).<\/p>\n<p>A partir de 1983 el gobierno de <strong>Raul Alfons\u00edn <\/strong>se limit\u00f3, en un cuadro de crisis econ\u00f3mica y financiera, a mantener el sistema vigente de trasnporte como se pod\u00eda.<\/p>\n<p>Con el gobierno de <strong>Carlos Menem<\/strong> se comenz\u00f3 con aquel eslogan famoso, \u201c<strong><em>ramal que para, ramal que cierra<\/em><\/strong>\u201d que fue m\u00e1s un argumento de pol\u00edtica gremial que de transporte.<\/p>\n<p>Se justificaba la supresi\u00f3n de servicios por las p\u00e9rdidas que se originaban en su funcionamiento, se dec\u00eda que los ferrocarriles perd\u00edan un mill\u00f3n de d\u00f3lares por d\u00eda, pero no se analizaban las causas de esas p\u00e9rdidas ni las consecuencias de su supresi\u00f3n.<\/p>\n<figure id=\"attachment_57964\" aria-describedby=\"caption-attachment-57964\" style=\"width: accidente de Once que gener\u00f3 52 muertos y decenas de heridos. Se hizo realidad aquello tan temido de que la \u201ccorrupci\u00f3n\u201d tambi\u00e9n mata.<\/p>\n<h3><strong>El transporte terrestre: Carreteras<\/strong><\/h3>\n<p>El deterioro de la infraestructura vial y la corrupci\u00f3n del sistema que funcionaba alrededor de la Direcci\u00f3n Nacional de Vialidad, nos llev\u00f3 a la paralizaci\u00f3n actual, no se hace nada. La inacci\u00f3n hasta podr\u00eda ser una forma de corrupci\u00f3n.<\/p>\n<figure id=\"attachment_39312\" aria-describedby=\"caption-attachment-39312\" style=\"width: 800px\" class=\"wp-caption hundidos<\/strong>\u201d que gener\u00f3 la suspensi\u00f3n abrupta, no solo de obras sino del mantenimiento.<\/p>\n<p>La crisis del transporte no solo se refiere a servicios de larga distancia en una competencia il\u00f3gica entre el \u00f3mnibus y el avi\u00f3n, sino la conectividad interna de provincias y regiones.<\/p>\n<figure id=\"attachment_57965\" internacionales (foto: PLP).<\/em><\/figcaption><\/figure>\n<hr \/>\n<p>La constituci\u00f3n reformada en 1994 habilit\u00f3 la posibilidad para que las provincias conformen regiones.\u00a0El art. 124 dispone que; \u201c<em>Las provincias podr\u00e1n crear regiones para el desarrollo econ\u00f3mico y social y establecer \u00f3rganos con facultades para el cumplimiento de sus fines y podr\u00e1n tambi\u00e9n celebrar convenios internacionales en tanto no sean incompatibles con la pol\u00edtica exterior de la Naci\u00f3n y no afecten las facultades delegadas al Gobierno federal o el cr\u00e9dito p\u00fablico de la Naci\u00f3n; con conocimiento del Congreso Nacional.
