Esta realidad es una de las primeras causas hist\u00f3ricas de muchas distorsiones de la industria, porque en infinidad de casos el otorgamiento, o la negaci\u00f3n, de los permisos de vuelos han servido a los gobiernos para favorecer o perjudicar a amigos, socios, adversarios y enemigos. En un mundo liberal, tal como lo imagin\u00f3 Adam Smith, el gobierno est\u00e1 para otra cosa.<\/p>\n<p align=\"justify\">La Argentina es un buen ejemplo hist\u00f3rico de estos abusos. Ha habido muy pocas \u00e9pocas \u2014o quiz\u00e1s ninguna\u2014 en las que las reglas del juego fueron claras para todos.<\/p>\n<p align=\"justify\">El per\u00edodo de las dos presidencias de Menem (1989-2009) aport\u00f3 bastante a esta confusi\u00f3n. La privatizaci\u00f3n de Aerol\u00edneas Argentinas dio a luz un grupo empresario, controlado por Iberia, que acapar\u00f3 casi la totalidad del tr\u00e1fico de bandera nacional, pero las limitaciones e ineficiencias de \u00e9ste hicieron que el gobierno ensayara una especie de plan de alternativa para el caso de que todo se cayera.<\/p>\n<p align=\"justify\">Este plan, que nunca fue publicado ni anunciado pero que se vio en los hechos y en algunos decretos, consisti\u00f3 en permitir la aparici\u00f3n y el crecimiento de nuevos operadores, como todo en esa \u00e9poca, sin ning\u00fan tipo de control.<br \/> En la temporada 1991\/92 los charters fueron la estrella del turismo. Aparecieron muchas ofertas, con dos destinos estrella, Miami y Florian\u00f3polis. La explicaci\u00f3n de esta tendencia hay que buscarla en la paridad cambiaria del peso con el d\u00f3lar y la quiebra de Pan American, que dej\u00f3 de volar a principios de diciembre de 1991, reduciendo la oferta tradicional.<\/p>\n<p align=\"justify\">En el fondo todo ten\u00eda una fuerte dosis de confusi\u00f3n, pero como los precios eran muy buenos, los pasajeros estaban dispuestos a viajar con operadores de los que no ten\u00edan ninguna referencia.<br \/>El aviso que mostramos hoy, publicado en La Naci\u00f3n del 15 de diciembre de 1991 y repetido en muchos otros medios del pa\u00eds, ofrece excursiones a Miami y Orlando con vuelos charter.<\/p>\n<p align=\"justify\">Empieza agradeciendo al presidente Menem por el rumbo pol\u00edtico y econ\u00f3mico implementado, presenta su oferta y sus precios, pero no queda en ning\u00fan lado muy claro qui\u00e9n es el responsable de la oferta, si World Airways \u2014que era el operador a\u00e9reo norteamericano contratado como tal\u2014 o Metrotur, que era el operador tur\u00edstico local.<\/p>\n<p align=\"justify\">Si las cosas hubieran salido bien, hubiera sido un charter confuso m\u00e1s que habr\u00eda pasado sin pena ni gloria. Los pasajeros hubieran vuelto despu\u00e9s de unas semanas de vacaciones en el primer mundo con las valijas llenas y unas cuantas fotos tomadas en Disney.<\/p>\n<p align=\"left\"><figure style=\"width: 650px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/www.gacetaeronautica.com\/gaceta\/wp-101\/wp-content\/uploads\/2011\/12\/estafa3.jpg?resize=640%2C426\" width=\"640\" height=\"426\"><figcaption class=\"wp-caption-text\">Un DC-10 de World Airlines operando para Metrotur estacionado en Ezeiza a principios de 1992 (foto: Pablo Luciano Potenze).<\/figcaption><\/figure><\/p>\n<p align=\"justify\">Pero las cosas salieron mal. El 20 de febrero, los pasajeros de Metrotur que llegaron al aeropuerto de Miami encontraron que su vuelo hab\u00eda sido cancelado porque la empresa argentina no le hab\u00eda pagado sus servicios a World, y \u00e9sta hab\u00eda suspendido su prestaci\u00f3n. De vuelta a su hotel comprobaron que \u00e9ste tambi\u00e9n estaba reclamando pagos, y as\u00ed se conoci\u00f3 una estafa que afect\u00f3 a m\u00e1s de 600 pasajeros que quedaron varados en Miami. Y a muchos otros que no pudieron iniciar su viaje. Tambi\u00e9n fueron afectados los medios que hab\u00edan publicado publicidad, y otros proveedores que ten\u00edan cuentas pendientes.<\/p>\n<p align=\"justify\">Metrotur y sus socios actuaban en el ambiente argentino desde hac\u00eda varios a\u00f1os. No ten\u00edan mucho prestigio, e incluso AAAVYT, la c\u00e1mara de las agencias de viaje, le hab\u00eda negado su afiliaci\u00f3n, pero las autoridades tur\u00edsticas autorizaron el funcionamiento de la empresa, y la Direcci\u00f3n Nacional de Transporte Aerocomercial la realizaci\u00f3n de los vuelos.<\/p>\n<p align=\"justify\">As\u00ed las cosas, ocurri\u00f3 lo que ocurri\u00f3, y la Justicia debi\u00f3 actuar ante un hecho consumado, cuando los estafadores ya hab\u00edan desaparecido.<\/p>\n","protected":false},"excerpt":{"rendered":"<p style=\"text-align:justify\">En el mundo del transporte a\u00e9reo comercial siempre se necesitan permisos de los entes reguladores estatales, y en infinidad de casos el otorgamiento, o la negaci\u00f3n, de las autorizaciones de vuelos han servido a los gobiernos para favorecer a amigos, o perjudicar enemigos.
