Excepto por las ediciones de 2002 y 2006, todas las dem\u00e1s se realizaron en la base A\u00e9rea de Natal, ya que tiene la infraestructura necesaria para realizar este tipo de ejercicios, adem\u00e1s de contar con unas condiciones meteorol\u00f3gicas favorables.<\/p>\n<p>El CRUZEX est\u00e1 pensado para entrenar a las fuerza a\u00e9reas participantes en la planificaci\u00f3n de operaciones combinadas entre pa\u00edses amigos, as\u00ed como tambi\u00e9n entrenar al personal de la FAB para que sea capaz de trabajar dentro de una estructura de comando moderna y con el control unificado del poder a\u00e9reo.<\/p>\n<p>Al inicio del ejercicio de 2013, ocho altos oficiales brindaron una conferencia de prensa para la prensa internacional, brindando detalles de lo que ser\u00edan las pr\u00f3ximas jornadas. El Director del Ejercicio, General Mayor de la FAB M\u00e1rio Jord\u00e3o, explic\u00f3 que <em>\u00abdebido a la creciente complejidad de los ejercicios de guerra a\u00e9rea, se decidi\u00f3 prepararse para la etapa de vuelo de CRUZEX 2013, realizando un ejercicio previo de Comando y Control (C2) en CRUZEX 2012, donde todos los pa\u00edses asistentes se reunieron para intercambiar y optimizar los procedimientos y escenarios\u00bb<\/em>. Las operaciones a\u00e9reas de este a\u00f1o tuvieron, una vez m\u00e1s, como epicentro la Base A\u00e9rea de Natal, y se correspondieran con la fase de \u201cvuelo\u201d del ejercicio, seg\u00fan se prepar\u00f3 en 2012.<\/p>\n<p>La edici\u00f3n 2013 se correspondi\u00f3 con el s\u00e9ptimo CRUZEX, contando con una numerosa participaci\u00f3n: aproximadamente 90 aviones, de los cuales unos 80 estuvieron basados en Natal. Por su parte en Recife se estacionaron los aviones de transporte, reabastecimiento y guerra electr\u00f3nica. Los pa\u00edses que participaron incluyeron al propio Brasil, Estados Unidos, Chile, Venezuela, Uruguay, Ecuador, Colombia y Canad\u00e1. Argentina, que particip\u00f3 en todos los preparativos, cancel\u00f3 en el \u00faltimo su participaci\u00f3n con los A-4AR Fightinghawk. Dado que no hubo oficiales argentinos disponibles, el general Jord\u00e3o cit\u00f3<em> \u00abrazones internas dentro del contexto argentino\u00bb<\/em> como el motivo de la cancelaci\u00f3n. Operando desde Natal estuvieron cinco de los Mirage F-2000 Mirage en su \u00faltimo mes de servicio, ya que estaba programada su baja en diciembre de 2013. Tambien participaron 18 F-5EM Tiger II, 12 AMX A-1A, A-1B, A-1M y A-1A de reconocimiento, cuatro A-29 Super Tucano, dos C-130 Hercules y dos C-105 Amazonas (CASA C-295). Operando desde la plataforma militar de Recife estuvo la flota de reabastecimiento en vuelo, compuesta por el KC-767 colombiano, los KC-135 Stratotankers de Chile y Estados Unidos, junto con el brasile\u00f1o KC-130 Hercules. Tambi\u00e9n oper\u00f3 desde Recife el Embraer E-99 AEWC de la FAB.<\/p>\n<p>El ejercicio tambi\u00e9n incluy\u00f3 misiones de transporte, control y CSAR. La fuerza de helic\u00f3pteros brasile\u00f1a consisti\u00f3 en un H-34 Super Puma, un H-1H Iroquois y cuatro Blackhawks UH-60L. Nuevos en los ejercicios CRUZEX fueron tres helic\u00f3pteros AH-2 Sabre (mejor conocido como Mi-35), recientemente adquiridos por Brasil, que actuaron con equipos de operaciones especiales en apoyo de las misiones CSAR.<\/p>\n<p>Las misiones de transporte sumaron la inserci\u00f3n de las fuerzas especiales y Canad\u00e1, en su primera participaci\u00f3n en CRUZEX, despleg\u00f3 CC-130J de transporte. El Coronel David Barrero de la Fuerza A\u00e9rea Colombiana coment\u00f3 que: <em>\u00ab\u2026hemos estado operando nuestro cisterna KC-767 desde hace tres a\u00f1os, pero esta es la primera vez que traemos el J\u00fapiter al CRUZEX, principalmente para practicar nuestra formaci\u00f3n sobre inter-operatividad, por lo que tambi\u00e9n podemos mejorar los procedimientos internos de nuestro KC-767\u00bb<\/em>. Durante el transcurso del ejercicio, las tripulaciones de aviones de reabastecimiento brasile\u00f1os tambi\u00e9n realizaron misiones junto a sus hom\u00f3logos de otras nacionalidades para intercambiar experiencias. Brasil retir\u00f3 sus cisternas KC-137 en octubre de 2013, antes de seleccionar un avi\u00f3n de reemplazo, previa selecci\u00f3n de un avi\u00f3n de reemplazo<a href=\"#_ftn1_8676\" name=\"_ftnref1_8676\">[1]<\/a>.<\/p>\n<p>Haciendo su segunda aparici\u00f3n en CRUZEX estuvo Ecuador con cuatro A-29 Super Tucano. El Brigadier General Esteban Ben\u00edtez fue alabado por sus esfuerzos por viajar una gran distancia, de Ecuador a Natal, pero coment\u00f3 que <em>\u00abeste es un esfuerzo que gustosamente realizamos, ya que esta es la \u00fanica posibilidad de trabajar junto a otro usuario del A-29 en un gran ejercicio\u00bb<\/em>. Muchas de las preguntas formuladas a los comandantes de los destacamentos, el Colonel Colmenarejo 12AF ANG de la USAF y el Brigadier General Mundaray de la Fuerza A\u00e9rea de Venezuela, tuvieron como foco la fricci\u00f3n existente entre los dos pa\u00edses, pero como dijo Col. Colmenarejo: <em>\u201csomos militares y estamos trabajando juntos aqu\u00ed profesionalmente como pilotos, haciendo nuestro trabajo\u00bb<\/em>. El Brig.Gen . Mundaray asinti\u00f3 y eso fue todo lo comentado. Quiz\u00e1s ejercicios como este confirman que la tensi\u00f3n entro ambos pa\u00edses no es tal. Por otra parte, tambi\u00e9n se le consult\u00f3 al jefe venezolano sobre la no actualizaci\u00f3n de los F- 16A venezolanos despu\u00e9s de 30 a\u00f1os de servicio, si podr\u00edan esperarse alguna actualizaci\u00f3n de los aviones o si Venezuela desplegar\u00eda sus Sukhoi al pr\u00f3ximo CRUZEX. Refiri\u00e9ndose a esta pregunta el Brig. Gen . Mundaray respondi\u00f3 : \u00ab<em>no hay ninguna raz\u00f3n especial para no traer nuestro Sukhoi, pero bien podr\u00eda ser esta es la \u00faltima vez que traemos nuestros F-16 , por lo que probablemente volveremos al CRUZEX con otras aeronaves\u00bb<\/em>. Ser\u00e1 interesante ver qu\u00e9 sucede en pr\u00f3ximas ediciones.<\/p>\n<p>Durante los d\u00edas que dur\u00f3 el ejercicio, las fuerzas participantes entrenaron de manera conjunta en escenarios ficticios para prepararse para potenciales eventos conflictivos en cualquier parte del mundo. Este tipo de acciones acordadas y aprobadas en foros internacionales podr\u00edan incluir el apoyo a las operaciones de mantenimiento de la paz y la estabilidad, el apoyo a las autoridades civiles durante las operaciones de respuesta humanitaria, y la asistencia a los vecinos de la coalici\u00f3n en caso de un desastre natural.<\/p>\n<p>Con el paso de los a\u00f1os y las ediciones, las misiones llegaron a ser m\u00e1s variadas, y ahora incluyen la b\u00fasqueda y rescate en combate, reabastecimiento en vuelo y la oportunidad de capacitaci\u00f3n en un centro de operaciones a\u00e9reas combinadas. Situado a 250 kil\u00f3metros de Natal, el aer\u00f3dromo de Caic\u00f3 es un punto estrat\u00e9gico. Alli se instal\u00f3 un radar tridimensional (TPS-B34) junto con el equipo de mando y control, para controlar el ejercicio . La gesti\u00f3n del tr\u00e1fico a\u00e9reo fue realizada por el Tercer Centro Integrado de Defensa A\u00e9rea y Control de Tr\u00e1fico A\u00e9reo (CINDACTA III) en Recife. Con el uso de nuevas t\u00e9cnicas y equipos, fue posible crear im\u00e1genes tridimensionales del ejercicio, lo que mejor\u00f3 en gran medida la capacidad del debriefing de las misiones.<\/p>\n<p>El Director del Ejercicio, el General Jord\u00e3o coment\u00f3 sobre los cambios aplicados a las dos \u00faltimas ediciones de CRUZEX , sobre todo la divisi\u00f3n entre el uso real de las aeronaves y el entorno virtual del ejercicio: <em>\u00abCRUZEX evoluciona cada edici\u00f3n y nuestra experiencia nos ha llevado a la conclusi\u00f3n en que debemos centrarnos. La intenci\u00f3n es extraer el m\u00e1ximo provecho de cada operaci\u00f3n, y ahora puedo decir que, con estos cambios, nuestros objetivos se han logrado\u201d<\/em>. La cantidad y nivel de los participantes, el intercambio de informaci\u00f3n y experiencia, permite clasificar al CRUZEX como uno de los ejercicios multinacionales m\u00e1s importantes del mundo y el m\u00e1s importante en el contexto de Am\u00e9rica Latina.<\/p>\n<p>Sin embargo esta vez no hubo participantes de Europa, donde las ediciones anteriores atrajeron aviones franceses y a los observadores de Suecia y del Reino Unido. Industria de la aviaci\u00f3n francesa quiz\u00e1s no apoy\u00f3 un nuevo viaje del Rafale en el extranjero, una medida justificada por la selecci\u00f3n de Brasil en 2013 de la sueca Saab Gripen como el sucesor del Mirage 2000 franc\u00e9s. Los organizadores del CRUZEX se inspiraron en el escenario planificado en el pa\u00eds galo, all\u00ed el ejercicio simulaba un conflicto armado entre pa\u00edses fronterizos donde el mandato internacional establec\u00eda la intervenci\u00f3n para forzar el cese del fuego y establecer la paz.<\/p>\n<p>Como se vi\u00f3 en el conflicto del golfo P\u00e9rsico y las guerras de los Balcanes en los 90s, estos escenarios son m\u00e1s comunes que los t\u00edpicos de la guerra fr\u00eda. Por esa raz\u00f3n, la FAB quer\u00eda estar preparada para intervenir en ese tipo de eventos si llegaba el caso. Desde el comienzo de los preparativos en 2000 hasta la actualidad 13 pa\u00edses han participado del ejercicio, adem\u00e1s de otros pa\u00edses que se han unido como observadores.<\/p>\n<p>La primera edici\u00f3n de CRUZEX tuvo lugar en la Base A\u00e9rea de Canoas en 2002. Junto a Brasil, Argentina, Chile y Francia participaron en un ejercicio basado en la de Kuwait por parte de Irak en 1990. Eso puso a prueba la estructura de mando y control y la planificaci\u00f3n conjunta de las misiones de combate. Fue la primera vez en la historia que se usaron los procedimientos de la OTAN en un ejercicio combinado sudamericano y que se proclam\u00f3 un \u00e9xito. En esta ocasi\u00f3n participaron, adem\u00e1s de la naci\u00f3n anfitriona, las fuerzas a\u00e9reas de Argentina, Francia y Venezuela, en tanto Per\u00fa, Sud\u00e1frica y Uruguay enviaron observadores. El ejercicio fue dise\u00f1ado en base a un escenario simulando una campa\u00f1a a\u00e9rea de baja intensidad. B\u00e1sicamente dos importantes bases a\u00e9reas brasile\u00f1as, Natal y Fortaleza, correspondientes a los pa\u00edses ficticios \u201cVerde\u201d y \u201cAmarillo\u201d se enfrentaron peleando por una zona rica en recursos minerales.<\/p>\n<p>El tercer ejercicio se realiz\u00f3 en Annapolis en 2006, teniendo como base un escenario similar a las ediciones anteriores: un conflicto con tres contendientes donde interviene Naciones Unidas. En esta ocasi\u00f3n el pa\u00eds Rojo invadi\u00f3 al pa\u00eds Amarillo, que es apoyado por el pa\u00eds Azul. Para expulsar a las fuerzas Rojas del pa\u00eds Amarillo, el pa\u00eds Azul conformado por Argentina, Chile, y Uruguay, se sumaron a Venezuela y Francia. Argentina, aunque estaba inscrito como participante, finalmente no concurri\u00f3 debido a razones de desorganizaci\u00f3n del Poder Legislativo, que no autorizo a tiempo la salida de personal militar del pa\u00eds. Se volvi\u00f3 a repetir un escenario de conflicto similar a los a\u00f1os anteriores, ya que se simul\u00f3 un conflicto de baja intensidad, todo ello dentro de las limitaciones que imponen las regulaciones de seguridad operativa en tiempos de paz.<\/p>\n<p>En 2010 se llev\u00f3 a cabo la quinta edici\u00f3n del ejercicio, otra vez en la base de Natal. En esta ocasi\u00f3n, Brasil cont\u00f3 con la experiencia ganada en el ejercicio Red Flag 08-03. Ese a\u00f1o participaron Brasil, Chile, Estados Unidos, Francia y Uruguay, creciendo el n\u00famero de pa\u00edses que participan en calidad de observadores. Argentina no particip\u00f3 por cuestiones administrativas internas. Para la USAF fue la primera participaci\u00f3n con aeronaves despu\u00e9s de haber sido un observador en a\u00f1os anteriores.
